Report on a visit to Karlsruhe -FULL story on PDF version.

In October I visited Karlsruhe along with a number of colleagues from
Yorkshire Forward, and found the experience to be both fascinating and
inspiring.

In three days we saw at first hand almost every type of business support
facility known to man, including a few which at least to date were not known
to me.  The sheer range and care with which this provision has been put
together was quite mind boggling, and seemed to contrast with the apparently
rather incoherent provision we experience in the UK.  It is difficult to say
whether this is real or imaginary - it is inevitable that in a 3 day tour a
coherence is imposed which may not reflect the reality, but everything we saw
seemed to suggest that we were really looking at true substance.

In the end however, I came away enthused rather than depressed.  There is no
magic to what has been achieved in that region, and we certainly can, and
already do in many instances, do similar things in Yorkshire.  If one thing
stands out as being crucial, it is the drive and enthusiasm of senior
academics, who use their power and influence to make things happen for the
benefit of industry, particularly small and medium enterprises.

Kingston to launch ground breaking video service

Kingston Interactive TV, the Hull-based company owned by Kingston
Communications, breaks new ground in the merging market for digital
entertainment and high speed internet access this week with the launch of its
video on demand and other broadband television services to 10,000 households.

United Kingdom - Telewest announces broadband subscriber numbers
UK cable company Telewest announced its Blueyonder broadband internet service
currently has 70,000 subscribers, with 68 per cent of users also taking its
TV and telephony services. Telewest's third quarter results show 1,745,000
residential subscribers to its various internet, TV and telephony services,
with a nine per cent increase in monthly revenue per subscriber.

Adobe Illustrator 10
Adobe Illustrator 10, vector graphics software, is being aimed at
"cross-media design professionals", web designers and web developers.

UK national news images online
Picdar and Syndication International (SI), formerly Mirror Syndication
International, have re-launched Mirrorpix.com. The site hosts an extensive
picture library containing close to 300,000 images that can be purchased
on-line for either business or private use. Picdar host the Mirrorpix.com
service through its managed secure Digital Asset Management solution, the
Picdar Greenhouse. The sister site, UK-press.com, also hosted by Picdar,
contains a fully searchable text database of own-copyright articles from
leading UK newspaper titles: The Mirror, the Sunday Mirror, Sunday People,
the Daily Record and the Sunday Mail.

Users Won't Pay Premium for Web Access? -report from the USA
According to the Chicago Tribune, after years of extolling the virtues of
so-called broadband connectivity to the Web, telecommunications companies are
facing a new reality - a lot of  Internet users are saying no thanks. The
result? Recently, Sprint, AT&T and SBC Communications have slowed their
broadband rollouts and two trade associations have issued warnings about
waning consumer interest.

Internet archive launches wayback machine
The Internet Archive, a comprehensive library of Internet sites and other
cultural artifacts in digital form, today launched the Wayback Machine, a
free service allowing people to access and use archived versions of past web
pages. For the first time, all members of the public will be able to search
and view the Internet Archive's enormous collection of web sites, dating back
to 1996 and comprising over 10 billion web pages.

European historical children's books
Experts from the UK's Buckinghamshire County Council are hosting a free one
day symposium (Brussels, 4 December 2001) on attracting EU funding for
historic children's books and also to discuss the establishment of a European

DSL expansion in Europe
Digital subscriber line (DSL) penetration in Europe will overtake US within
five years, according to "DSL Future Prospects in Europe", a report from UK
telecoms consultancy BWCS. "Pressure form national regulatory authorities is
finally clearing the way for DSL roll out, at the same time companies like
Telefnica are gearing themselves to be major content suppliers in this new

"Live" Web-Events Expected to Increase 25%, According to IDC Survey
November 7 - According to a recent survey completed by IDC, 80% of the
administrators of conferencing systems surveyed expect to see a 25% increase
or more in "live" Web-events in the next six months. The survey respondents

represent software, healthcare, telecom, and business consulting industries,

Poor Economic Conditions More Than Attacks Cause Dramatic Decline in
Worldwide PC Market 
The worldwide PC market further deteriorated in the third quarter of 2001
with shipments declining by 13.7% over the same quarter a year ago and by
0.8% sequentially. This compares to an average sequential growth for the
quarter of 15% over the past several years. According to IDC research, 3Q01
shipments were 29.1 million in the quarter.

Towards fulfilling the commitments on Paper Recovery
The first Annual Report on fulfilling the commitments outlined in the
European Declaration on Paper Recovery (launched in 2000) has been issued.
The main target of the European Declaration is to reach a 56% European
recycling rate of the paper and board products consumed in Europe by 2005. In
real terms this means that the industry has to increase its recycling of
recovered paper with an additional 10 million tonnes. It also proposes to
take measures to further improve the environmental performance of the

Increased piracy of software
Websense Inc. the world's leading employee Internet management (EIM) software
company, reports that the number of pirated software and hacking Web sites
has spiked more than 240 percent in the last year alone, now totaling 5,400
sites representing 800,000 Web pages. According to Wordtracker, pirated
software terms have risen to the top 15 in recent months, joining "sex" and
"MP3" as some of the most commonly typed phrases in search engines.

Fastforward Host Forum On Developing Technologies 
Fastforward, a partnership for media, business and education online, will be
holding a half-day forum investigating the development of multimedia and
communication technologies. The forum will include speakers from ITN, CBE and

Leeds Metropolitan University's Centre for PR Studies will kick off a major
technical initiative for the PR industry.  The aim is to agree formats for
how computer data on PR campaigns is stored and shared across the internet. 
Agreed formats, or "schemas", will help computer and internet technology to
dramatically slash the amount of information PR professionals need to retype
or recreate PR material and the data associated with planning, managing and
accounting for the success of PR campaigns.

Wireless Metropolitan Area Networks for e-learning and e-commerce - FULL

REMIT and MOE are twin projects funded from three Measures of EU Funding. The
lead partner is Sheffield Hallam University. The other main partner is
Fretwell-Downing. Smaller contributions are being made by the University of
Sheffield (REMIT only) and David Jennings Associates (MOE only). The REMIT
project is installing 24 access points to provide substantial coverage within
the 802.11b wireless LAN paradigm at three organisations across Sheffield -
Sheffield Hallam University (City Campus), University of Sheffield (Centre
for Mobile Communications Research) and The Wired Workplace (in association
with Fretwell-Downing Education Ltd) - plus associated wireless long-haul
links between these three sites. This is being done as part of a compelling
vision of an all-pervasive mobile e-learning network across and near to
universities, colleges, schools, learning centres and student residences in
Sheffield.

Investors sought for 'e-campus'
The UK's first new high-technology e-campus development is being marketed at
an international level as Yorkshire Forward attempts to attract investors
from abroad to the project. The 'e-campus' will act as a centre for cutting
edge digital, ICT, wireless multi-media and software companies.  In order to
promote the development as an ideal target for investment two trade missions
have taken place this week and last week - one to Bangalore in India, and the
other to the world's largest Internet show, Comdex, in Las Vegas.  It is
hoped that the development will create 5,000 jobs in Sheffield.

for Y&H are pooling resources and contacts to host a key regional event in
South Yorkshire.

IT systems in government, business and elsewhere are becoming increasingly
interconnected, creating national and global IT networks. This opens up
unprecedented benefits for businesses but at the same time creates new
vulnerabilities in our IT systems, which could be exploited. Any system
connected to the Internet or other public network is a potential target for
attackers ranging from foreign states to amateur hacking enthusiasts.

Report from Comdex

Somewhat ludicrously, the Comdex pundits were evaluating the computer
industry in the light of September 11. We have  no idea why. It seems that
the mouse has already worked its way through the snake and we're back to the
same old mess we were already in. Overbuilding, stuffed channels, inventory
backlogs and crashing prices have caused an economic crash in all industries
in all countries -- recession happens.

Continuing the trend that started becoming obvious last year, the high tech
industry is swinging to small devices on the low end and Internet
Infrastructure on the high end. In between, desktop-centric companies are
scrambling to redefine themselves. At Comdex, we saw a little of this as
companies like Acer showed off their notebook PC that folds up into a tablet.
Compaq has been demonstrating an almost pathological urge to morph ever since
the company lost a bunch of money in the computer business a couple of years
ago. They saw the writing on the wall and they've been building up their
infrastructure business. Most recently Compaq has been trying to hedge their
bets with the HP merger announced a couple of months ago. 

One trend we saw at Comdex was the pairing of a traditional PDA (as it's
evolved over the last couple of years thanks to Palm's groundbreaking pilot)
with a handset. It makes sense; we're seeing phones no bigger than a pea. On
the other end of the spectrum, we saw GPRS, G 2.5, G3 phones designed to do
it all from Sony, Samsung, Nokia and more.

The DTI has announced a new #4m scheme, the Rainbow Seed Fund, which aims to
help produce high quality business opportunities from a partnership of UK

Information Society Technologies Programme
170 proposals were submitted under the 7th call under the European IST
programme, which closed on 17th October 2001.  The European Commission hopes
that the successful projects will begin in March 2002 (See Section 1 for

Latest statistics from Eurostat show that the IT sector in Europe grew by 14%
in 1998, with almost 400,000 businesses now operating in this sector.

slow, with only Germany meeting the deadline of 19th July 2001, according to

EU Member State ministers are reported to have reached agreement on a draft
regulation to set up the first level internet domain ".eu".  The text will
now go back to the European Parliament for a second reading (See Recent

Internet Usage
A Commission report drafted in October is reported to show that the number of
internet users in the EU rose from one quarter to one third of the EU
population between November 2000 and June 2001.  Nine out of ten schools are
now connected to the internet.

The European Consumers' Organisation (BEUC) and the Union of Industrial &
Employers' Confederation of Europe (UNICE) have signed an agreement on a
European-wide accreditation system for trustmarks in e-commerce.

The European Commission and the European Parliament have both adopted reports
on the future of Europe's audio-visual and cinema industry.  Both documents
propose measures to help the sector overcome the handicaps which it faces.

The Commission's Innovation Scoreboard, published in October, assesses
Europe's strengths and weaknesses in the capacity for innovation and finds

Member State Research Ministers are reported to have made progress in their
discussions on the proposed new framework for EU-funded Research &
Development (the Sixth Framework Programme) at their meeting on 30th October
2001.  MEPs also debated the proposal at their session on 14th November,
making various amendments and proposing that at least 15% of the total budget
be earmarked for small firms

The European Commission has published an amended proposal for a specific
research programme aimed at integrating and strengthening the European
Research Area.  It proposes to allocate 440m euro for measures to anticipate
the EU's scientific and technological needs
