Try editing the Prefs file inside the user's folder.  (normally =
c:\program files\netscape\users\**).
Add or  edit the existing line (with notepad) to look like this:=20
user_pref("browser.download_directory", "a:\\");
Netscape will default to the floppy drive first, with patrons able to =
change locations after that.=20
To keep patrons from changing this, make the file read only. Each time =
Netscape is launched, it will go back to whatever settings are in the =
prefs file. Doing this will also enable you to "lock in" other settings =
such as home page, url history etc.

This value is stored at:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\
User Shell Folders\Personal

and is of type REG_EXPAND_SZ.

Note that this will work for Internet Explorer and MS Access; the other =
Office
products have their own settings.
