Some comments on this document:


Functional Testing is included at the start of the document (No. 9) - 
but no responsibility is identified for this later in the document. 
This needs to be identified and clarified.

As it stands the Liaison and Marketing roles seem heavy on liaison 
and very light on marketing. If we are going to achieve our targets 
we need folks to _promote_ and _sell_ the services we develop. So I'd 
like to see this beefed up.
