Good to hear from Andrew. Here are some general answers to some of this =
queries about the assignment (I might leave it to the rest of you to
be more specific on the total budget side of things).

1. The case study was prepared prior to the new requirement to produce =
a Rights of Way Improvement Plan came into being. Obviously the CROW
Act is a new area of work which the plan will have to take into =
account. The Government has supposedly made allowances for HAs to =
prepare
RIPs in their standard spending assessments this year -  but whether or =
not the money allocated actually made it to PROW sections is very
hit and miss - some obtained their increases, some obtained only part, =
some sections have received nothing. I think you can assume that the
CROW Act provisions are an additional pressure for PROW sections (maybe =
an opportunity and a threat??) and they are all having to work hard
to justify any additional funds from their local authority.

2. Do include appendices for any detailed information which you feel is =
not completely necessary in the main text. Often students do include
detailed SWOT analyses in an appendix, with just a bullet pointed =
summary in the main text.

3. Yes - the political context of our work is essential to include in a =
marketing plan - and at the moment, PROW do seem to have a slightly
higher profile than usual.

4. Even better - perhaps include short, medium and long term proposals. =
I understand there is a only so much you can do, and the word limt
is very constraining (it's for your own protection!) - but give it a =
go.

5. I would've said that a budget of =A3120K was a very reasonable =
amount - but you might note how much pressure there is on the section =
as
well. I don't expect you to go into great detail on the budgeting side =
of things. However, some of your fellow students might like to share
their views of the size of the budget??????

My Name is Andrew Fletcher, I am a Public Rights of Way Officer at The =
Royal Borough of Windsor & Maidenhead, a Unitary Authority that was
created when Berkshire County Council was dissolved. My main =
responsibilities include implementing the provisions of the CROW Act,
Definitive Map and Enforcement etc. I am in team of four people, and =
although we have our own specialist areas, we generally all do a good
spread of tasks.

I am new to Countryside Access and Public Rights of Way, firstly =
working at Hewlett-Packard in Knowledge Management after completing a =
LL.B
Law degree. I'm on a very large learning curve, but am enjoying it!

In my personal life, I am very much into disappearing to various places =
in the coutry to visit friends during weekends and partake in
alcohol related pleasures, but am also very into film and cinema and =
home entertainment.

Now onto my questions! If anyone can help with the answers I shall be =
very grateful! (Not in any particular order)

1. Was the PRoW budget in Leeds increased to take account of the new =
CROW duties?
2. Are appendices allowed in the assignment (for example a full SWOT), =
if so - does this count to the overall word count?
3. Should strengths such as Political Bargaining power be included in a =
marketing plan?
4. Should this assignment be a short, medium or long term plan?
5. I have not had much experience with Budgets in Local Authorities, is =
=A3120,000 a good figure?, or should I compare figures with other LA's
by =A3 per km of RoW, or =A3 per team member?
