Andrew,

in response to your email of the 17/11 my authority, Knowsley MBC has no
designated ROW officer, I am one of two
Assistant engineers in the Traffic Management section who look after all
PROW duties as well as walking, cycling, traffic calming, school 
transport schemes etc. Due to the small size of our network we survey all
our paths each year. 

We have approx. 100km of PROW and we have a maintenance budget of 16k and a
footpaths
enhancement budget of 16k. 

Although an allowance was made by the government for the CROW Act and ROW
improvement plans, 
no new money has filtered through to our dept ( and we doubt it ever will
!!!! ).
