Yes, I've seen that error too. I get around that by loading Navigator =
4.08. I figure students need the browser more that configuring their =
email in Communicator. Version 4.08 is the most recent browser without =
all the other extras that communicator has. (not counting that version 6 =
thing that blows up if you even breathe on it.)

Whenever I have tried to make the prefs file read only in the last two =
versions of netscape I have worked with (4.5 and 4.7) it creates an =
error when netscape closes down. Netscape is trying to save, =
apparently, to that file and is blocked. The error is=0D

Try editing the Prefs file inside the user's folder. (normally =
c:\program files\netscape\users\**).
Add or edit the existing line (with notepad) to look like this:
user_pref("browser.download_directory", "a:\\");
Netscape will default to the floppy drive first, with patrons able to =
change locations after that.
To keep patrons from changing this, make the file read only. Each time =
Netscape is launched, it will go back to whatever settings are in the =
prefs file. Doing this will also enable you to "lock in" other settings =
such as home page, url history etc.

This value is stored at:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\
User Shell Folders\Personal
and is of type REG_EXPAND_SZ.
Note that this will work for Internet Explorer and MS Access; the other =
Office
products have their own settings.
