What program are you trying to work with?  It might make a difference in which
setting is used.  Internet Explorer, for example, has a Download Directory
value in the main IE key.  If this is not the same as the User Shell Folders
Personal setting, results will be inconsistent.  Access also uses this.  Excel,
Word, PowerPoint and Publisher all have their own (with different names, of
course), and don't pay attention to the Personal setting.
