How did this message get to the MOE list?

It looks from the headers as though the MOE list may have been
subscribed directly to the HCI Jiscmail service. If this is indeed
the case, can I register my objection to this?

It is very bad practice (a) technically, because of the risks of one
mailing list server talking directly to another and getting their
knickers in a twist (technical term), and (b) in terms of user
choice, privacy etc (members of the MOE list should be allowed to
decide themselves if they wish to sub to the HCI list - some may
already be subscribed). In other words, it's bad HCI.
